Justin Manuel, an enrolled member of the Tohono O’odham Nation (Nation) was appointed by Governor Katie Hobbs in May 2023. Mr. Manuel has been the Assistant Director of Water Resources for the Nation since 2010 and has served both as a Board member and the Chairman of the Tohono O’odham Gaming Enterprise (Desert Diamond Casinos) Board from 2018-2023.
Mr. Manuel received his Bachelor of Science in Geological Engineering with a minor in Environmental Hydrology and Water Resources and a Master of Engineering in Mining, Geological and Geophysical Engineering from the University of Arizona. Mr. Manuel has spent much of his career working for the Tohono O’odham Nation participating with the development and implementation of the Nation’s Water Code, Water Management Plans and assisting to maximize the Nation’s CAP allocation under the Southern Arizona Water Rights Settlement Act.
Mr. Manuel is married to Cynthia Manuel for 23 years and they have three children: Kayley, Justin and Mya. It is not uncommon to find them in a gymnasium watching their son play basketball or be at a cheerleading competition supporting their youngest daughter. Their oldest daughter is pursuing a doctoral degree in Microbiology at the University of Wisconsin-Madison.
