Access to Excess - Excess CAP water is a specifically defined category of water that is available for delivery one year at a time. The demand for this supply is increasing while the overall availability is decreasing. For 2009 orders, the CAWCD Board implemented a one-time policy to adjust orders to match projected supply. Lands Department - Water delivery is CAP's primary mission, therefore all proposed uses of CAP land (utility crossings, roadways, communication sites, etc.) are evaluated to determine the overall effect on the CAP. Requests for land use, either from the public or private sector, requires that a land use application be submitted for review before CAP can grant a license permitting access and/or use.
