APPLICATION REQUIREMENTS
A complete Land Use Application (Application) must be submitted for any proposed use of CAP property. The Application package must include the following:
Prior to the issuance of a Construction License, applicants or their contractors must procure and maintain a Permit Bond naming the Central Arizona Water Conservation District (CAWCD) as the obligee upon approval of the Application package. The Permit Bond requirement is to ensure the timely submission of "As Built" drawings. The Permit Bond amount will be determined on a case-by-case basis, with a minimum value of $10,000.
PROPERTY IDENTIFICATION/LEGAL DESCRIPTION
The legal description must be provided in the western grid system of township/range/section, and metes and bounds format. Identify the CAP boundaries on the design plans and mark the CAP Boundary Map to show your project location. Please call the Support Line number referenced above to obtain a copy of the appropriate Boundary Map.
INSURANCE
CAWCD requires proof of liability insurance before the execution of licenses, easements, or access to CAP property. Applicants must provide a Certificate of Insurance from an "A" rated or better company that names both the United States and the Central Arizona Water Conservation District as additional insureds. Minimum deductibles are noted below:
FEES
An initial nonrefundable fee of $1,000 is required with the submission of the Application. If administrative fees are expected to exceed traditional expenses due to a project's scope, the initial fee amount may be increased. Additionally, the applicant is responsible for all CAWCD administrative costs as they relate to each specific project. Administrative costs include—but are not limited to—CAWCD's review of submitted plans, research, meetings, inspections, appraisals, overhead, preparation of land use documents, and any other CAWCD activities resulting from an applicant's project. Administrative costs are billed monthly. Checks should be made payable to Central Arizona Water Conservation District.
Annual Use Fees—as determined by an appraisal—are required for Land Use Licenses and Easements. New appraisals are ordered every five years to ensure that the use fee charged reflects current market value.
SIGNATURE AUTHORITY
CAWCD requires documentation identifying an individual with the authority to sign legal documents/agreements on behalf of the applicant. (See the Signature Authority Requirements below.) The completed Signature Authority Form and appropriate Signature Authority document(s) must be included with every Lands Use Application submittal package.
