Theodore "Ted" C. Cooke, Deputy General Manager, Finance and Administration at the Central Arizona Project, (CAP) was named interim General Manager. Cooke will succeed David V. Modeer, who announced his retirement effective April 30, 2015.
"We've got our work cut out for us," Cooke said after the announcement during the April 2 Board meeting. "Challenges on the Colorado River, in terms of an extended drought and imminent shortage, are first and foremost on our list of priorities."
Cooke joined CAP as Assistant General Manager of Finance in February 1999. His finance career has also included positions at Xerox Corporation, Luz International Limited, the world's pioneer commercial solar thermal power developer and operator, and OESI Power Corporation, a geothermal power developer and operator.
Cooke has a B.S. in Physics from Loyola Marymount University, an MBA in Operations Management from UCLA and a DBA from California Coast University and holds several professional certifications in the areas of accounting, business, government finance, risk management, fraud prevention and information technology.
Modeer was appointed CAP's GM in 2009. Modeer has been working as an executive in the water industry since 1972. Prior to his tenure at CAP, Modeer served in leadership positions at American Water, Inc., Tucson Water and the City of Phoenix.
