The Board of Directors of Central Arizona Project (CAP) is pleased to announce that Theodore C. Cooke (Ted) has been selected as General Manager, replacing David V. Modeer, who retired in 2015. Ted has been serving as Interim General Manager during an extensive recruitment and interview process.

“The Central Arizona Project Board turned to Ted to serve as the Interim General Manager at a critical time for CAP, particularly given the long-term drought and potential shortage on the Colorado River. An extensive search process has confirmed for us that Ted has the unique leadership skills and abilities needed for CAP going forward. We look forward to working with Ted, along with our staff, customers and stakeholders, on the critically important water issues facing our state and region,” said Lisa Atkins, Board President, on behalf of the Board of Directors of the Central Arizona Water Conservation District.

Previously, Mr. Cooke served as Deputy General Manager, Finance and Administration, responsible for Finance, Accounting, Risk Management, Supply Chain and Facilities Management, Information Technology, Environmental Compliance, Health and Safety and Protective Services. Ted joined the Central Arizona Project as Assistant General Manager in February 1999.

Ted's 35+ year career has also included positions at Xerox Corporation, Luz International Limited, the world's pioneer commercial solar thermal power developer and operator, and OESI Corporation, a geothermal power developer and operator.

Ted earned a Bachelor of Science in Physics from Loyola Marymount University, an MBA in Operations Management from UCLA and a DBA from California Coast University. He holds several professional certifications in the areas of accounting, government finance, risk management, fraud prevention, business management and information technology.
